Operating a Private Organization (PO) or Unofficial Activity (UA) on Little Rock AFB is governed by AFI 34-223. To conduct fundraising on base, organizations must first gain approval as a PO or UA. The Mission Support Group Commander has the authority to approve these operations, with AFI 34-223 serving as the guiding document.
Organizations that maintain over $1,000 for three consecutive months must register as a PO, while those with less than $1,000 may operate as a UA. The key difference between a UA and a PO is that a PO requires a constitution and bylaws, has stricter reporting requirements, and may request to conduct raffles.

- Submit fundraiser requests at least two weeks before advertising begins to allow for proper routing based on the fundraiser’s nature.
- Avoid using ranks, letterheads, insignia, or logos in any promotional materials.
- Ensure fundraiser requests are up to date on annual reviews.
- Include this disclaimer prominently on flyers and advertisements: “This is a Private Organization. It is not part of the Department of Defense or any of its components and it has no governmental status.”
- Fundraisers involving food sales require a Temporary Food Booth Application approved by Public Health.
- Submit updated Officer Listings and Treasurer Acceptance Statements during turnover, provided the Annual Review remains current.
- All POs and UAs are responsible for managing taxes or applying for tax-exempt status through the IRS, as no organization is automatically exempt.
